Prior to this appointment\, he served as Building Official for sixteen years\, wherein he managed pla n check/engineering\, field inspections\, and administration of the city’s Building &\; Safety Division. He has been a registered engineer in the states of Washington and California for nearly 30-years\, and is very act ive in code-development of Fire- and Life-Safety Standards at both the nat ional and state levels.
\nStuart has co-authored a number of provisions in the International Buildi ng Code as well as the California Building Code\, California Residential C ode\, and California Fire Code. He currently serves in an influential capa city on a number of state-wide committees including the CALBO/CalChiefs Bu ilding and Fire Advisory Committee for which he is the past chair. In 2015 \, Stuart was elected to the ICC Board of Directors as the Section A deleg ate\, which represents the states of California\, Oregon\, Washington\, Ne vada\, Alaska\, Hawaii\, and Canadian British Columbia.
